Permission isn't something we can purchase. Not to mention the peripheral ramifications of emailing a 'purchased' list. The list could be old, tired, or dead. The results are typically minimal due to the amount of times the list is sold. If the list isn't cleaned properly you could hurt domain reputation with a huge bounce back of emails. Etc, etc, etc ...
